Support System Wide Capacity Regional Consultation Review on Progress Impulse Case Info Centre (ICIC)

Impulse Case Info Centre (ICIC) on 8 th September 2017 New Delhi, A Consultation bringing together the Anti-Human Trafficking Unit (AHTU) from the northeast region with the AHTU in Delhi, Special Police Unit for North East Region (SPUNER) and various stakeholders, to collaborate on human trafficking cases and assist North Eastern people living or trafficked to Delhi and NCR through the use of Impulse Case Info Centre Software(ICIC). 56 participants consisting of 12 resource persons, 12 participants from Law enforcement agencies and AHTUs, 29 participants from NGOs and CBOs and 3 participants from Government Departments.

Interactive sessions with informative inputs by participants. The effectiveness of the Impulse Model was also reviewed Mr. Sonam Tenzing Bhutia IPS Special Superintendent of Police & Nodal Officer Anti Human Trafficking Unit Sikkim mentioned “AHTU Sikkim has been functioning and coordinating successfully using Impulse Case Info Centre Software between the State Moderator, District User position at Police Stations.” Mr. Sergey Kapinos, Representative South Asia UNODC “Mutual legal support system, increase
awareness against Human Trafficking among security forces, AHTUs and the proactive involvement of Media, NGOs, Civil societies and all stakeholders to work together within and across the region, would definitely strengthen the ICIC software Case Management in developing evidence-based data even across borders, which is a great challenge to work.” Mr D Haokip, DIG East Border Security Force, New Delhi “Despite having 6 Frontiers consisting of on an average of 10-11 Battalions with fences, still the Border Security Forces face a big challenge to manage India Bangladesh border owing to various kinds of
geographical constraints such as large forest areas, which is a quite vulnerable. Awareness and Sensitization programs through Impulse NGO Network for many years and conducted various training programs especially for constable so that they would be more aware on how to address Human Trafficking.”

Key decisions were made in the Consultation which surrounded the smooth implementation of the ICIC Software as well as proper coordination between the various stakeholders involved.

The challenges faced while implementing the Impulse Model was that there is only a single entry form to enter data for the trafficker and the need for regular training programs with proactive participation is needed.

The consultation led to multiple outcomes which have contributed to the uniformed implementation of the ICIC Software along with the collaboration of the North East Support Centre and Helpline, based in Delhi with the SPUNER.
